Update: Hong Kong Immigration

On October 19, 2022, Chief Executive, John Lee, introduced updates to Hong Kong’s immigration policies to combat the COVID-19-induced shrinking of the local workforce, where approximately 140,000 have left the local workforce.

The following lays out the recently changed visa rules for foreign talent, including the introduction of a new visa type, as well as amendments to established quotas and rules.

The New Visa Program—the Top Talent Pass Scheme.

2-year visas for those who earn at least HK$2.5 million (usd$318,480) or are graduates of the world’s top 100 universities with a minimum of three years of work experience.

Changes to Existing Immigration Policies

Employers will also no longer be required to provide proof of local recruitment if their annual salary exceeds HK$2 million (USD254,780) or if the position is one of the 13 professions facing manpower shortages.
Hong Kong will also suspend its annual quota for the current program for skilled talent, along with extending the stay limit for non-local graduates to 2 years.
